Overview


Primary responsibilities are to support the development, maintenance, analysis, and improvement of the Housing and Real Estate Services and Transportation and Parking Services budgets and associated data for the departments. The job responsibilities include developing budget spreadsheets, documents and reports; the verification, analysis and auditing of budgets and data; communication with colleagues; developing Standard Operating Procedures; processing of daily financial transactions; and assisting with the development of budgetary projections and variance reports under the direction of the Assistant Director.
This position reports to the Assistant Director, Financial Services, Housing and Transportation and will support both the TPS and HRES programs. TPS administers the University's parking and campus transportation programs. TPS is responsible for all transportation demand management and mobility programs—including the University's Revise Your Ride commuter incentive programs and bikeshare and carshare services—as well as assigning and permitting University parking, providing event support, parking enforcement, and operating the campus shuttle system, TigerTransit. HRES is responsible for housing undergraduate and graduate students along with eligible faculty and staff.

Responsibilities


Financial Transacting and Monitoring:
•Integrate third party management financial statements (balance sheet, trial balance, and income statement and general ledger) into Princeton's financial systems. Analyze accounts and documents with complex accounting structures. Under direction from the Assistant Director, develop, modify or improve processes to incorporate developments due to the University's Capital Plan.
•Process day to day financial transactions for HRES and TPS including requisitions, vouchers, expense reports, and payment requests. Prepare and execute journal entries and process capital project payments for rental properties. Verify and process all rent and utility bills for Graduate Student, Faculty and Staff, and Real Estate Block Leases with third party management companies.
•Analyze and audit income and expenses and prepare periodic financial reports for HRES and TPS. This includes oversight of revenue and expenses for transportation, parking, undergraduate dorms, graduate dorms, graduate apartments, faculty and staff apartments, and third party owned and/or operated apartments.
•Prepare various reconciliations, ie revenue reconciliations for TPS and HRES, reconciling such systems as NuPark, Prime, HMS and PeopleSoft Financials, as applicable. These complex reconciliations involve an in depth understanding of the revenue recording mechanisms in all three systems, and communication with staff at The Service Point, Finance and Treasury, TPS and HRES to resolve any outstanding issues. With direction from the Assistant Director, this position should be prepared to lead the development of new reconciliation processes in cooperation with Finance and Treasury, University Services, third party vendors, and others, as applicable. Write Standard Operating Procedures for complex reconciliations for the Assistant Director's review.
Budget Analysis, Data Collection, and Reporting:
•In support to the Assistant Director, Financial Services, Housing and Transportation, prepare budget proposals and report data. Provide data for actual versus budgeted income and expenses. Investigate areas in which spending or revenue does not align with the budget. Develop financial data needed for budget reports, projects or forecasts. Prepare budgets to support the University's evolving capital plans and needs. Ensure that changes in operational costs that result from capital investments are accurately included in the budget. Review past year budget analysis, proposal spreadsheets, and income and expense monthly budget summaries to develop and complete the future year analysis and proposal spreadsheets and documents – inclusive of the undergraduate, graduate, faculty/staff, inspection fines, capital equipment, furniture, general office and line item specific budgets.
•Under direction of the Assistant Director, Financial Services, Housing and Transportation, develop the proposed rental rates for faculty/staff apartment units based on the Priorities Committee percentage increase and the local rental market percentage change as reported yearly to HRES by an outside appraiser. Calculate and provide, to the respective Housing managers, the undergraduate and graduate contract rates for dormitories and apartments based on the Priorities Committee percentage increase. Calculate and provide the calendar year imputed income for all faculty/staff tenants based on federal tax requirements. Develop and maintain Standard Operating Procedures around these tasks.
•Compile monthly economic vacancy report statistics for the undergraduate, graduate and faculty/staff units. Make recommendations to senior management regarding the current and historical data for building inventory and occupancy data.
•In support of the Data Analytics initiative, assist with evaluating alternative processes for calculating and displaying various measures to create efficiencies. Analyze, evaluate, and make recommendations to senior staff regarding the layouts, design, and functionality of departmental budgets. Propose changes and alterations, as necessary. Design and implement new budget formats to create efficiencies.


Qualifications

Essential Qualifications
•Bachelor's degree in accounting, finance or related field or Bachelor's degree in another field with 5+ years related experience.
•Prior accounting experience, including the analysis and/or generation of financial statements including but not limited to balance sheets, cash flow statements, income statements, trial balances, general ledgers and check registers.
•Strong analytical and quantitative skills and the ability to manage detail and organize data related information for various constituencies.
•Strong knowledge and functional command of budgeting and accounting practices and skills at an advanced user level for PC applications, especially Excel, Access, Word and Web-based reports; including the ability to create spreadsheets, databases, tables, and charts; ability to create, request, audit and verify budgeting reports by use of various University developed software packages including Crystal Reports, PeopleSoft University Financials (PRIME), Human Resources, Labor Accounting and Data Mall; accurate data entry and word processing skills.
•Ability to organize, handle, and complete several tasks simultaneously; ability to interpret financial statements; ability to understand, analyze, and develop complex accounting structures and budgets; excellent accounting and auditing skills, interpersonal skills and customer service capabilities; strong attention to detail and confidentiality; ability to work independently and initiate tasks; creativity, reliability and teamwork; excellent verbal and written communications skills, along with solid analytical and conceptual skills. The person must be flexible, have initiative, and be able to work in either an open workstation or enclosed office environment.
•Ability to learn data analytics and related applications (i.e. Tableau Software).
•Ability to handle long term planning and budgeting to ensure resources are efficiently and effectively deployed
•Prior budgetary responsibility.

Preferred Qualifications
•Prior Experience in higher education administration.
•Experience with a complex financial accounting system, such as Prime.
